Pluto is in its home sign when it's in Scorpio. Pluto's most recent transit of Scorpio happened from November 5, 1983 to August 28, 1984 (the Libra/Scorpio transition) and again for good until January 17, 1995 (then a Scorpio/Sagittarius transition run from April 22 to November 10, 1995).
People born during this transit were the first Pluto in Scorpio generation born post-Revolutionary War. They are obsessed (Pluto) with all things sexual or things hiding beneath the surface (Scorpio).
