Beholding signs are the signs which are at an equal distance from the tropics or in antiscia and contrantiscia, as Aries and Virgo, Taurus and Leo, Gemini and Cancer, Libra and Pisces, Scorpio and Aquarius, Sagittarius and Capricorn

These pairs of signs are either both Northern, or both Southern, therefore they were believed to be of equal power.
