The formal declaration of independence [...] was issued on 9 July 1816 by the Congress of Tucuman. The time for the declaration has not been historically confirmed, although horoscopes set for 2:00 p.m. and 12:04 p.m. have been published. It is recommended that in these, as in all cases in which adequate sources are not supplied, the times be disregarded. This is set for 12:00 hrs. noon LMT in Tucuman."
